Comptroller DiNapoli's Damning Report on RRA

“The agency awarded a contract for the hauling of waste to landfills to a vendor who was paid $388,515 during the audit period (but) who did not meet the requirements set forth in the bidding documents,” the audit report stated. “As a result, there is no assurance that goods and services are procured in the most prudent and economical manner, that goods and services of desired quality are being acquired at the lowest possible price and that procurement decisions are not influenced by favoritism, extravagance, fraud and corruption.”
The auditors said the agency board was aware the vendor identified as Spada’s “did not possess the required experience, qualifications and insurance coverage” but still approved the contract. The auditors also said the vendor had not obtained required workers’ compensation insurance.
“By awarding this contract to an unqualified vendor, the agency hindered competition by excluding other trucking companies with experience, qualifications, and necessary equipment,” the auditors wrote.

....this pretty much sums up how things are often done in Ulster County...the same names keep repeating themselves....did anyone get paid off to award a contract to an unqualified vendor whose last name is Spada? Why else would anyone risk signing such a contract?
What a shock? Is it true that the Wad and Spada had some sort of business relationship with Mike giving Fred his Chef at Fred's place? If so, he better be Wolfgang Puck to be awarded a contract like that without going out to bid!

This really captures it, politicians and well connected people of former politicians make out, while regular folks like me and you, have to get up every morning at 6am to earn a buck. On second thought there is nothing funny about this at all. Sad really, even sadder that nothing will be done about it.
ReplyDeleteRead page 9 on the Comptroller's report, which is on freeman website, it's all detailed out. Some people are getting coal from Santa. Both those characters above look like they could be Santa's body doubles.
ReplyDeleteA new contract was awarded to Spada Trucking in May 2010.
ReplyDeleteWhen the Board was given the resolution to approve the contract, Spada had not sent the insurance certificates.
The executive director (Bemis) asked the Board to approve the contract anyway because Spada had promised he would FAX the papers.
Spada did not have proper liability insurance from May 1, 2010 until July 21,2010.
The auto liability certificate was submitted at the beginning if of the contract and expired on August 13,2010.
A new certificate has not been provided to the Agency. Spada did not acquire Workman's Comp until July 22, 2010.
As a result of an audit, the NYS Insurance fund fined
UCRRA $6,902 for a contractor not having the compensation insurance for May and June.
If an audit occurs, the Agency will also be fined for the
partial month of July.
Sometime later in October, a Spada truck was sent to the Dutchess County RRA to transport garbage to landfills while the Burn Plant was not operating.
Upon arrival, it was discovered that Spada did not have the
required "overweight permit" so our assistance to Dutchess County was turned away because UCRRA did not do its job.
Management of the Spada contract is the direct responsibility of the Executive Director and the lack of oversight shows a total lack of management.
A contractor out of compliance with the contract should be
put on notice and not given hauls until the contract requirements are met in every detail.
I will also go by anonymous since that seems to be the trend. A lot of hate and negativity is coming from hidden people. I happen to be someone who has known the people you are referring to for a long time, and you all seem to be sadly mistaken. Mike works just as hard if not harder than any of you "getting up at 6am". He gets up everyday and hustles to keep his business running. A 9-5 is easy compared to your own business. To stand from a far and read things and make anonymous comments is cowardly and easy to do but unfortunately leaves you with no credibility.
ReplyDeleteMike's company does this job and has been doing it effectively and safely for a long time. I could understand if something went wrong and people had questions, but this sounds more like a bunch of people fed up with local politics looking for someone to blame.
Maybe you should look in a mirror and blame yourselves. Or maybe you should grow some balls and leave your job where you have to get up at 6 to earn a buck.
Maybe you should start your own business, or maybe you can't because you don't have the hustle or passion that these people have, so you sit back and point fingers, anonymously.
Do you want the job? Or are you just complaining for the sake of complaining?
Come on Ulster, Kingston, and this whole area...If we concentrated are energy on things other than this, we may all be better off.
So....12/09 12:55 p.m....you're saying that it's OK to operate illegally until something happens? We shouldn't complain until someone gets killed or injured? And when a victim goes to sue, Spada conveniently isn't insured. That's OK by you?
ReplyDeleteFurthermore, Mike might be hard worker, but he owes lots of money to lots of people. He ought to try to sell some of his buildings so he can pay his taxes, to start.
Yeah, and it should be pointed out that, there has been accidents in the past from what I have heard. I think a truck blew up on the thruway and they are constantly breaking down.

ReplyDeleteYes, I can prove that he did not have worker's comp insurance! I read Comptroller DiNapoli's report he did not have worker's comp insurance. As a result the RRA was fined over six thousand.
ReplyDeleteThey should be doing credit and backround checks because Spada's credit is so bad that he couldnt buy a napkin for his defunked " ristorante". I also seem to remember Spada being charged with a crime for using his truck to damage someones car. Apparently he put the car in reverse and had rocks and dirt fly onto a car that dared park in his lot (probably soon the city's lot for failure to pay taxes), resulting in thousands in damages.

DeleteShouldnt you be focusing your concern about the management at RRA that allowed an unqualified vendor in, and kept them working while knowing there were concerns?
Why are you not looking or mentioning these people?
What does Mike having an altercation with anyone or his previous businesses successful or failed have to do with this situation?
It would appear you have a personal interest in attacking this man, you should be a man about it and go see him and speak your peace, instead of hiding behind a mask and acting tough.

What a bunch of crazies, you don't know what you are talking about. This report is for 2010 - 2011. Its old news. This isn't about Spada. This is about the RRA Board who made decisions that are questionable. The State deemed the Board and the RRA an Authority, therefore theyoperate under different restrictions. You should be so lucky to have the money in your pocket that M Spada pays in taxes. Cheep shots being taken here. John Parete was a Board member then, I don't think he would participate in any thing that was not proper.
ReplyDeleteOne thing I have learned from my time in the Town of Ulster and Ulster County is that anytime there is a Spada and/or a Wadnola involved hold on to the taxpayers wallet because your money will soon be gone.
ReplyDeleteI am now hearing that Hein and Auerbach knew about this report before the Flow Control vote and did not tell the legislators on purpose.
Guess we know who they are friends with.
We respectfully decline Mr. Spada, what's the point? We would love to have a back and fouth debate but lets do it right here on the blog out in the open where people can read it. Makes for good ratings!!!

ReplyDeleteParete was not a Board member when this occurred. It was the Board Members that Wadnola ousted at the end of 2010 that brought this forward. Wadnola replaced those 3 with Parete and 2 others. Parete is an honest man
